Italians don’t know how to use the three-lane highway

While traveling to Abruzzo, I realized that in Italy the three-lane highway is unnecessary, given that the first lane is always empty.
Given that Italians use only two lanes, better to save money in infrastructure to create the third lane on the motorway.
It would be better to give this money to research.
